中國(guó)希望借新規(guī)定提高電動(dòng)汽車數(shù)量

中國(guó)計(jì)劃將汽車廠商納入碳排放交易機(jī)制,以鼓勵(lì)電動(dòng)汽車的生產(chǎn)。

國(guó)家發(fā)改委不久前公布的《新能源汽車碳配額管理辦法》征求意見(jiàn)稿規(guī)定,燃油汽車產(chǎn)銷量達(dá)到一定規(guī)模的國(guó)內(nèi)汽車制造商和進(jìn)口商必須參與碳排放交易。

該辦法未詳細(xì)說(shuō)明燃油汽車產(chǎn)銷量要達(dá)到怎樣的水平,但它同時(shí)指出,部分新能源汽車,也就是插電式以及混合動(dòng)力汽車制造商也可參與碳排放交易。

一名發(fā)改委官員向路透社證實(shí),,該辦法還將征求監(jiān)管部門的意見(jiàn),包括負(fù)責(zé)監(jiān)管制造業(yè)的工業(yè)和信息化部,截止時(shí)間為8月25日。

還不清楚征求意見(jiàn)后還需要多長(zhǎng)時(shí)間進(jìn)行審核,以及該辦法可能的實(shí)施時(shí)間。

中國(guó)汽車工業(yè)協(xié)會(huì)副秘書(shū)長(zhǎng)葉盛基上周五表示:“碳排放配額政策將提高新能源汽車市場(chǎng)的健康水平。”

國(guó)家發(fā)改委應(yīng)對(duì)氣候變化司副司長(zhǎng)蔣兆理上周接受官方媒體采訪時(shí)稱,為推出全國(guó)性碳排放交易體系,中國(guó)政府將在明年第一季度前向來(lái)自八個(gè)行業(yè)的約8000家公司授予碳排放配額,這個(gè)數(shù)字低于之前的預(yù)期。

上述辦法指出,將根據(jù)汽車制造商和經(jīng)銷商生產(chǎn)和進(jìn)口的新能源汽車在使用過(guò)程中相對(duì)于燃油汽車減少的碳排放量確定這些車企的碳排放配額。

官方數(shù)據(jù)顯示,今年上半年中國(guó)生產(chǎn)了17.7萬(wàn)輛新能源汽車,同比增長(zhǎng)125%,但還不到汽車總產(chǎn)量的1.4%。

中國(guó)政府的目標(biāo)是到2020年讓上路的新能源汽車數(shù)量達(dá)到500萬(wàn)輛。專家認(rèn)為,缺少充電站以及電池質(zhì)量是長(zhǎng)距離行駛以及新能源汽車普及率上升的主要障礙。

2014年以來(lái),中國(guó)新能源汽車銷量的大幅增長(zhǎng)一直受經(jīng)濟(jì)獎(jiǎng)勵(lì)措施推動(dòng)。2015-20年間相關(guān)經(jīng)濟(jì)獎(jiǎng)勵(lì)總金額將達(dá)到4000億元人民幣(約600億美元)。

Domestic makers and importers of fossil-fuel cars will have to participate in the scheme if they meet a minimum production or sales threshold, according to rules drawn up by the National Development & Reform Commission (NDRC) and posted on a local news website on Thursday.

There are no details yet on where the threshold will be set, but the document also said some makers of new energy vehicles (NEVs)—plug-in electric and hybrid cars—would be able to participate in the scheme.

The draft will also circulate within regulatory bodies, including the Ministry of Industry and Information Technology, which oversees manufacturing industries, until Aug. 25 for consultation, an official with the NDRC confirmed to Reuters.

It was not clear how much longer the review process will run after that or when the program might be implemented.

The policy would likely benefit China’s top NEV producers such as BYD and BAIC Motor Corp., which have stepped up production of traditional hybrids in recent years.

Companies included in the scheme will be able to sell carbon permits earned from cutting down on the release of carbon dioxide emissions, whereas those with higher emissions than they are allowed will have to buy permits.

“The carbon emission quota policy will promote the health of the new energy vehicle market,” said Ye Shengji, deputy secretary general of industry body China Association of Automobile Manufacturers, on Friday.

China is going to issue carbon permits to some 8,000 companies—fewer than earlier expected—in eight industries by the first quarter of next year in preparation for the launch of its national CO2 trading scheme, said Jiang Zhaoli, a senior climate official, to state media last week.

The number of the permits given to automakers and dealers will be measured by the ratio of their NEV output versus the number of fossil fuel cars they make or sell, said the draft.

China produced 177,000 NEVs in the first half of the year, up by 125% from the same period last year, but making up less than 1.4% of the total, official data showed.

China wants to have 5 million NEVs on the nation’s roads by 2020. Experts say a lack of charging stations and battery quality remain the primary barriers to long-distance driving and greater penetration of the market.

China’s surge in NEV sales since 2014 has been supported by financial incentives that will total to 400 billion yuan ($60 billion) for the 2015-2020 period.

The China Association of Automobile Manufacturers said on Friday that it maintained its earlier forecast of 700,000 new energy vehicle sales this year.
